Academics have dismissed Whitehall plans to devolve more powers to Wales as ‘clunky, inequitable and constitutionally short-sighted'.

An independent review by experts from Cardiff University and University College London recommended the Welsh Assembly should reject the UK Government's draft Wales Bill, which proposes the devolution of more powers over energy, transport and elections.
