Finance chiefs have warned that the Welsh Government's plan for voluntary local government reorganisation could cost far more than it will save.

The Chartered Institute of Public Finance and Accountancy (CIPFA) published a report on 25 November, which calculates that the current plans to reduce the number of councils could cost between £160m and £268m up front, against potential savings of £65m per annum, after a three-year period.
