West Midlands council chiefs were this week locked in talks with government trying to thrash out what could be the most complicated devolution deal yet.

West Midlands council chiefs were this week locked in talks with government trying to thrash out what could be the most complicated devolution deal yet.

Councils involved in the discussions are attempting to agree governance arrangements that will allow a deal to be struck involving seven mets and potentially a dozen districts.
