Westminster calls for end to'something for nothing' culture

Westminster City Council is consulting on plans to create a new vision for running the London borough.

Westminster City Council is consulting on plans to create a new vision for running the London borough which would bind residents, businesses and communities into a civic contract.

In a consultation the council states new arrangements would be sanctioned by the general power of competence enshrined in the localism Act to help manage growing financial pressures, rising unemployment and the forthcoming 2012 Olympics.
