Westminster City Council has dropped controversial plans to outlaw soup runs for homeless people in the London borough.

The local authority was looking at introducing a bylaw earlier this year to prevent people from distributing free food and drink, but has now formed a committee with homeless charities to look at alternative indoor sites for soup runs in Westminster and other parts of central London.
