In ‘Brown's constitutional challenge' (The MJ, 21 June), we put forward  tests to assess Gordon Brown's approach to local government. Now he has put forward his test for local government.

In his speech on accepting the leadership of the Labour party, Mr Brown set out the aim of restoring people's trust in government, based on ‘government putting our trust in people', by involving citizens in policy-making.
