White Van Man on . . . combined authorities

I thought they were used by farmers but apparently these ones aren’t called combine harvesters but combined authorities which instantly gets my hackles raised ’cos for the word ‘authority’ read pen-pushers, jobsworthies and deep pile carpets.

If there's any combining to do it should mean combining downwards, like if you add five bureaucracies together you end up with one.
