I think it's fair to say that levelling up has been given a big fat raspberry by the punters, at least those who've ever heard of it.

I mean, yet again, it's an example of the politicians telling whopping great porkies to the punters and thinking they're mug enough to believe them. What these politicians basically promised was ‘give us yer vote and in return we'll channel some bunce in your direction so you can give your crap town a makeover'.
