Chair of the communities and local government Committee, Clive Betts, has branded ‘disappointing' the Government's belated response to his panel's report on devolution in England – first issued last July.

Mr Betts said ministers ‘simply don't trust city and county regions in England' with the same devolved taxation powers handed to Scotland and Wales.
