Never mind the pressing issues of health and social care integration, council finances and devolution, the Government has returned to its much more pressing wish for councils to create flags and celebrate county days.

One could be forgiven for forgetting the English tradition of county days until Whitehall recently issued fresh guidance urging local authorities to spearhead their revival.
