Gone are the days when local government used to cry, ‘But where is the central government funding?' for every new initiative or policy plan handed down.

We all know where the funding is – down the pan. The only thing left in Whitehall's wallet is a couple of cobwebs and the script of an ill-timed joke from a long-forgotten politician.
