Local government experts have queried the ability of Whitehall departments to deliver the scale of ‘single pot' funding demanded by Lord Heseltine's growth review.

The concerns follow publication on 18 March of the Government's response to the former deputy prime minister's independent study No stone unturned, which was released last November.
