Public finance expert Rob Whiteman, has called for an ‘open and honest debate' between the public and politicians about the future the NHS, after figures revealed it is unlikely to meet efficiency savings. 

He has called on the health sector to stop relying on state funding to bail out its finances, plan for the long term and secure more integration of health and social care and demand management.
