Whole-system transformation

Cllr Keith Cunliffe explains how Wigan MBC is transforming lives – and cutting costs.

For far too long adult social care has been focused on what people can't do, using complex forms and assessments to identify people's deficits and weaknesses. The last three years has seen a radical re-imagining of adult social care and health in Wigan MBC, with a whole-system shift to asset-based working and a place-wide focus on people's assets, gifts and talents.

Essentially it is about having different conversations with people, to identity their assets and aspirations and connecting them to their local communities, helping us to link individual assets with community assets and solutions. Through this approach we have been able to make significant savings while transforming customers' experiences and quality of life.
