Recent events in British politicshave shown how confused ourpublic is on the issue of the roles of the state versus that of the market and indeed of society, somethingthat council leaders and their chief executives probably experience every day.

On the one hand people are angry with electricity companies that seem to fleece them – but there is some ambiguity at least as towhat should be done.
