A dozen years ago the local government buzzword phrase to describe intractable socio-economic challenges was 'wicked issues.'

A dozen years ago the local government buzzword phrase to describe intractable socio-economic challenges was 'wicked issues.'

It never caught on with the public, as few such buzzwords ever do (along with best value, devolution, double devolution, place-shaping, street scene…).
