Local communities could upset the devolution process if they feel ignored. Nick Goodman explains how councils could learn much from the NHS on how to engage with residents

There is a perception and a growing unease that attempts to create radical plans for devolved government are being made countrywide without properly consulting local partners and communities. Local government offices around the country are far from impressed.

As councils of all stripes delay decisions and following the decision to scrap the North East deal in recent weeks, there is a real danger the devo-express will be stopped in its tracks altogether if leaders look like they are attempting to railroad people.
