A leaked report from Surrey CC has revealed workers from contract firm Carillion put in for an eight-hour day, despite only working for 57 minutes.

A team of undercover investigators from the council followed the group of workers around for one day last year, and found staff spent the majority of their time shopping, drinking tea and talking.
