Chief executives across Yorkshire and the Humber region have already discussed the prospect of many of the 22 local authorities making a joint declaration they have run out of money.

They have told The Yorkshire Post  they will struggle to meet their legal obligation to balance their books if they get no further government support in the months ahead.
