Will Zoom speed up reform?

As the Government plans a new round of public sector reform Michael Burton considers the impact of the Zoom revolution.

To Margaret Thatcher it was about privatisation, to John Major it was about customer service, to Tony Blair it was choice, to David Cameron it was Big Society.

I refer to the phrase ‘public sector reform' which after years of being overshadowed by Brexit is now making a comeback in Downing Street. What, though, will it mean to Boris Johnson?
