DEFRA’s simplistic proposals are as doomed to fail

Collecting refuse and recycling is the one truly universal service that benefits all residents. Visiting every home in the country every week connects local government to every person in every place. Removing waste is a critical part of protecting public health, not a plaything for ill-considered experimentation, however well-meaning.

But a universal service does not mean one-size-fits-all.
