DEFRA's simplistic proposals are as doomed to fail

The waste collection business is complicated, says chair of the District Councils' Network Cllr John Fuller. 'It requires attention to detail and a recognition that different streets in a borough can have different requirements.'

Collecting refuse and recycling is the one truly universal service that benefits all residents. Visiting every home in the country every week connects local government to every person in every place. Removing waste is a critical part of protecting public health, not a plaything for ill-considered experimentation, however well-meaning.

But a universal service does not mean one-size-fits-all.
