It is customary at this time of year to do a ‘what does the year hold for local government?' column. This year that is both easier and harder than usual

The Devolution White Paper has very much set the tone for the year: the Government's intention is clear, mayoral strategic authorities across England and reform of two-tier local government through the creation of unitary councils probably, but not definitely, covering a population of 500,000 people.
