Adapting to the reforms

Being proactive will help local government be in a better place in five years’ time, writes Bob Neill

The overall feeling seems to be one of relief that the cuts aren't as deep as originally anticipated, tax credits will remain untouched and police funding will be protected in real terms. I buy some of that, but not all.

From the further details of the long-fought-for reform to business rates to the measures included around greater collaboration, the chancellor's Spending Review marks a significant step change in the localism agenda.
