A greater number of councils are receiving better Ofsted ratings for their children's services after the inspectorate introduced a ‘more proportionate' regime.

Under the Inspection of Local Authority Children's Services (ILACS) framework introduced 18 months ago, out of 35 standards inspections, 17 councils have improved their rating, 11 have maintained it and just seven have declined.
