Council chief executives have told the Independent Commission on Local Government Finance that the sector's ambition should be fiscal devolution.

The Society of Local Authority Chief Executive's response to the commission's interim report argued for a system that ‘ring-fences local taxation for local spending' so that the sector becomes a ‘fiscally autonomous layer of government'.
