The benefits of devolution

Local government should try to beat Whitehall at its own game, says Simon Parker.

The big political parties are starting to think seriously about their manifestos. If we were really serious about persuading them to embrace localism, what would local government be doing?

The conventional answer is to produce some evidence enumerating the benefits of devolution, create a shopping list of demands, and then politely lobby the politicians for change.
