Unless there is unexpected largesse in the chancellor’s autumn statement, who will bet against the number of councils dropping further within the term of this Parliament, asks Abdool Kara.

I recently spent a half day with chief executives from a two-tier county area, who were contemplating what a new Government might bring.

We had a very rich discussion, focusing on the potential for more devolution, balanced by concerns that greater devolution would likely be accompanied by local government reorganisation.
