Two high-profile local government experts – Helen Bailey and Steve Freer – have announced they will step down from their organisations.

Ms Bailey, the chief executive of Local Partnerships, has been appointed as chief operating officer for the London Mayor's Office for Policing and Crime (MOPAC).
