When Carolyn Downs became chief executive of the LGA, the organisation was on the verge of collapse. Now, 12 months later, its fortunes have been turned around. Heather Jameson reports.

This time last year, the Local Government Association (LGA) was rumoured to be on the brink of collapse. Several local authorities had withdrawn, and even more had put the association on notice to leave.
