Time to get Britain building

Planning, procurement and construction all need to be correctly aligned before the housing revolution can get off the ground, argues Bob Neill

As with the majority of Bills in Parliament, the more controversial proposals steal the media limelight. The harder-hitting measures are left to be uncovered by those of us whose job it is to plough through the pages of legislation with a fine-toothcomb or who have a bit of spare time on their hands. The recently-published Housing and Planning Bill is no exception to the rule.

We would do the Bill an injustice to think that its 119 pages solely seek to extend the Right to Buy to housing association tenants.
