Sports ministers should return Olympic underspend to the Big Lottery Fund, not the Exchequer, Sir Stephen Bubb argues.

Last week, the Department for Culture, Media and Sport (DCMS) announced that the upcoming London Olympic Games were likely to come in £476m under budget.

Good news in these austere times – particularly for the third sector, one might think. After all, in 2007 £675m of Lottery money was diverted to help pay for the games, including £425m from the Big Lottery Fund.
