Government efforts to get a raft of non-metropolitan devolution deals signed off in time for today's Budget faltered during the final push.

Deals for Hampshire, North Midlands, Essex and Cumbria had all been talked about in the run-up to chancellor George Osborne's speech but failed to materialise.
