I recently watched The Shawshank Redemption for the umpteenth time and started drawing analogies with the plight of Andy Dufresne (the Tim Robbins character) and the provisional local government finance settlement.

If you've not seen the film, it's about a bookkeeper who is wrongly imprisoned and how he deals with it by using hope to pull him through. Does the provisional settlement offer us hope?
