Strategic authorities could face capacity issues as demand intensifies for finance and planning skills.

New requirements for existing bodies such as local growth plans, strategic planning and integrated budgets, and the creation of new authorities across England could see competition for staff in areas where supply is already scarce, an event held by the Institute for Government (IfG) think-tank heard.
