Auditors have warned the risks from shifting council investment in capital programmes must be better understood by the Government.

Overall council capital spend excluding education rose 5.3% in real terms from 2010/11 to 2015/16, with revenue spend – including government grant and council tax – falling by 25% – figures from the National Audit Office (NAO) have revealed.
