A brave new world is beckoning for many councils – the world of commercialisation.

A world where councils buy shopping centres and office blocks, build houses for sale and create trading companies to sell services. A world designed to generate profitable revenue returns and capital appreciation on investment to support their core businesses as community leaders and the providers/enablers of mandatory and discretionary services.
