The centralist system of local government finance

Localism may be the espoused aspiration, but centralism is the reality, says Andrew Muter.

When details of the draft local government finance settlement started to dribble out of the DCLG, just three working days before Christmas, there must have been a lot of people across the local government world swearing under their breath.

I have to admit to a little tetchiness when Sir Bob Kerslake's Express edition newsletter about the settlement dropped into my inbox at 3.57pm. I had the spin, but not the numbers.
