Must change always be so lacking in urgency?

Graeme McDonald says a devolution deal 'represents the very start of change, not an outcome in itself, and what is on offer in the White Paper is 'frankly pretty small beer in terms of rebalancing power'.

After many months of anticipation the Government has set out its vision for tackling inequality across the UK in the Levelling Up White Paper. For some, this heralds a new era, where opportunity as well as talent is shared wherever in the country you might live, and businesses bring new jobs to those areas Westminster has historically struggled to reach.

For others it's an empty political slogan with scant substance and no new funding which does little to pump life into a political agenda overshadowed by questions of integrity. As always, the truth will be somewhere in the middle.
