Oxford City Council’s chief executive Peter Sloman has denied that a proposed order that could lead to homeless people being fined would ‘criminalise’ rough sleeping.

Oxford City Council's chief executive Peter Sloman has denied that a proposed order that could lead to homeless people being fined would ‘criminalise' rough sleeping.

Mr Sloman said the proposed city centre public spaces protection order (PSPO) was aimed at ‘tackling persistent types of anti-social behaviour'.
