Children's services trapped in 'loop'

Peers heard there has been a shift from spending on early help schemes to statutory ‘crisis intervention’.

Children's services are trapped in a ‘loop' of soaring demand and costs as a result of cuts to early intervention, an inquiry has heard.

The House of Lords' Public Services Committee heard from Josh MacAlister, chair of the Independent Review of Children's Social Care, which is due to publish its case for change later in the summer.
