There aren't many national politicians you can imagine touring the country to tub-thump about the importance of devolution.
But Lord Heseltine, 80 years young, is a rarity. So when he says that cities are not doing enough to help make decentralisation happen then – even though Whitehall and Westminster have historically been the main stumbling blocks to devolution – it is probably still worth considering whether there's anything more that cities can do.
