The Government has recognised councils must play a role in cutting the nation's carbon emissions but guidance just published is confusing, says Stephen Cirell.

This summer saw the Department for Energy and Climate Change publish the Guidance to English energy conservation authorities – part of the Home Energy Conservation Act 1995.
