Senior council officers have been urged to increase transparency around the devolution process after The MJ research found more than 20m people are in the dark.

An analysis of the 36 devolution bids that have been submitted to the Government has revealed that almost a third have not been made public, leaving residents struggling to find out the powers being asked for in their name.
