Surrey CC managed to secure major improvements in services for young people despite slashing expenditure by a quarter. Garath Symonds explains how a service redesign made the impossible possible

Surrey's recommissioning of services for young people has produced outstanding results to date. These radical improvements were achieved while reducing expenditure by £4.5m or 25% between 2009 and 2013.

These are not my words. They are sentences taken from a report produced by Birmingham University in partnership with Governance International, examining how the county council took a pioneering approach to transforming services.
