Surrey CC has handed down more powers to one of its boroughs to help ease the effects of youth unemployment. Garath Symonds explains.

Surrey CC has now given Epsom and Ewell BC a stronger role in running local services for young people. The borough council will soon be in charge of activities to help youngsters into work, training or the classroom, and divert them from crime.
