A ‘rocky road' stands in the way of the creation of more combined authorities, an academic has warned.

Doctoral researcher at the Institute for Local Government Studies, Max Lempriere, said there were questions about the relationship between emerging combined authorities and local enterprise partnerships (LEPs) with non-coterminous boundaries.
