Cornwall rejection fails to stop strategic authority plan

Plymouth is expected to join Devon and Torbay's combined authority but the trio has been rebuffed by Cornwall.

All three Devon upper-tier local authorities said that Cornwall was welcome to join their plans ‘at any time, should they choose to reconsider'.
