Where next for council budgets under siege?

Government policies have done little to ease budget pressures. Norma Atlay asks whether it is time to review the councillor-to-electorate ratio.

Longer days and glimpses of sunshine herald the advent of spring and, for a few moments, treasurers across the country gave sigh of relief that the budget has been set for another year and the world seems a better place.

However, a number of recent government announcements have reminded us that winter can still strike and our budget-setting can still be at the mercy of icy blasts from Whitehall.
