Are council chiefs much different from football managers?

Blair McPherson looks at the delicate relationship between council leaders and chief executives and compares it with that of the manager and chairman of a top flight football club.

In the north-east of England there is a highly regarded manager who is talking to journalists and directly appealing to the public over the head of their chair. It's a highly risky tactic but he feels he has to speak out.

He has pointed out that despite the lack of resources he has managed, against the odds, to maintain a mid-table position but is publicly expressing his concern about the current financial position and the impact on his ability to deliver. While careful not to directly criticise the chair or the board, he recently made public his refusal to commit his future to the organisation beyond the end of the financial year, unless the board gave assurances his concerns would be addressed.
